Joe Manchin (W.Va.) announced on Monday he does not support President Biden's $2 trillion infrastructure bill as it now stands, effectively killing the legislation's prospects until changes are made.

Democrats had used the divisive procedural tool to pass Biden's $1.9 trillion Covid relief plan last month by allowing lawmakers to bypass the 60-vote threshold typically required for breaking filibusters and moving legislation forward.

"So we're going to have some leverage here", Manchin said Monday.

"If we'd go back and look at roads and bridges and ports and airports, and maybe even underground water systems and broadband, you'd still be talking about less than 30% of this entire package", Blunt said on "Fox News Sunday".

Asked if raising the corporate tax rate to 28% from 21% would drive away corporations, Biden said, "Not at all ... there's no evidence of that".

Biden's plans have drawn criticism from both Republicans and Democrats, including Democratic Senator Joe Manchin, whose support could be critical to ensuring passage in a Senate split evenly between the two parties.

"There are six or seven other Democrats that feel strongly about this", Manchin said on Talkline Monday.

"While no decisions have been made on a legislative path forward using Section 304 and some parameters still need to be worked out, the Parliamentarian's opinion is an important step forward that this key pathway is available to Democrats if needed", spokesman Justin Goodman said.

Bernie Sanders (I-Vt.), chair of the Senate Budget Committee, called the parliamentarian's ruling "important" and stressed the need for an ambitious bill that addresses the nation's pressing needs, from climate to core infrastructure to healthcare. Biden's aides have estimated that his global tax proposals could raise more than $600 billion over the course of 10 years. "But also we have got to deal with human infrastructure".
