They said the indictment also violated an agreement federal prosecutors made a dozen years ago not to charge Epstein or those who worked for him.

The charges contained in a rewritten indictment returned by a grand jury in Manhattan federal court alleged that a conspiracy between financier Jeffrey Epstein's and his ex-girlfriend Maxwell occurred between 1994 and 2004.

He killed himself at a Manhattan federal jail in August 2019.

Maxwell reportedly appeared in court by way of a video call to respond to charges related to her alleged role in helping the late billionaire groom underage girls.

The indictment alleges that Maxwell interacted with the 14-year-old girl on multiple occasions in Palm Beach and was aware that the girl was under 18 at the time. The undressing was allegedly meant to prepare the girls for engaging in sexual massage with Epstein.

Epstein's employees, including Maxwell at times, would call the victim from various locations at her home in Florida to set up an appointment to massage Epstein. She is also charged with one count of sex trafficking conspiracy.

Maxwell has been jailed without bail pending trial since mid-July, with US District Judge Alison Nathan saying that Maxwell's wealth, global ties and "extraordinary capacity to avoid detection" made her a flight risk. Reports noted that it was known the girl was underage. It took allegations beyond the earlier charges, which had alleged that Maxwell recruited three girls for Epstein to sexually abuse from 1994 to 1997 and sometimes joined in the abuse.

Charges against Maxwell include perjury, transportation of a minor with intent to engage in criminal sexual activity, conspiracy to entice minors to travel to engage in illegal sex acts, and more.

Maxwell is facing a maximum of 35 years in prison if convicted on all counts.

Earlier this month, Ms Maxwell's brother Ian Maxwell told BBC News his sister, who was arrested past year, was being held in "degrading" conditions in jail in Brooklyn. With Maxwell's assistance, the paper says, Epstein raped her - threatening her with the guns he kept at home to end her resistance.

After he raped her, Epstein allegedly gave her $200.

"Between in or about 2001 and in or about 2004, Epstein and Maxwell recruited Minor Victim- 4 to engage in sex acts with Epstein at the Palm Beach Residence, after which Epstein and, at times, Maxwell provided Minor Victim- 4 with hundreds of dollars in cash for each encounter". She claims that Epstein forced her to have sex with him and friends including British royal Prince Andrew, which Maxwell denied.
