The House will also soon consider a bill which restores provisions of the Voting Rights Act struck down by the Supreme Court, a priority for Democrats.

This sudden sense of urgency comes as Republican legislatures across the country are trying to limit voting access.

But most, if not all, of these measures, are unlikely to garner support from 10 Republicans.

The Senate's current 50-50 split, and a sense among Democrats that former president Donald Trump and other Republicans have disdained the rules when it suited them, has recharged a debate over the filibuster. There are some limited workarounds for avoiding the 60-vote threshold, including the budget reconciliation process, which was recently used to pass the $1.9 trillion American Rescue Plan with a simple majority. One solution is to deploy the "present and voting" approach.

As long as any Republican filibusters a bill, the support of 60 senators is needed to overcome the filibuster, meaning most Democratic bills are dead on arrival in the 50-50 Senate. But given the narrowness of their advantage over Republicans, they could not afford to lose any Democratic votes, and at least two say they're opposed to ending the filibuster, Senators Kyrsten Sinema, of Arizona, and Joe Manchin, of West Virginia, to eliminating it.

Most importantly, Mr. McConnell reiterated the warning he made the last time the Democrats were toying with the nuclear option of ending the filibuster.

"Everybody's talking, there's so many different ideas out there. You had to get up and take charge of the room, and you had to keep talking".

In a floor speech, Durbin pushed back hard on the Republican leader's warnings, arguing it was McConnell's abuse of the filibuster that led to Democrats' frustration and desire to get rid of it. "You can not get rid of the filibuster unless your intention is to destroy the Senate".

Many Democrats, anxious that the filibuster could hold up major agenda items such as voting rights and immigration reform, have pressured Democrats to use their majority to eliminate the filibuster or alter the rules. Reform advocates say the legislative filibuster, which describes any attempt to block or delay Senate action on a bill through debating it at length, offering procedural motions, or otherwise delaying or obstructing it, causes issues for Biden's agenda in the 50-50 Senate. U.S. Senate Minority Leader Mitch McConnell warned Democrats on Tuesday that doing away with the chamber's filibuster rule would lead to a "completely scorched earth" Senate, in which Democratic President Joe Biden would have a much harder time moving his agenda. McConnell noted that a single senator could prevent the Senate from convening before noon, or force every bill to be read aloud before votes. This chaos would not open up an express lane for liberal change.

The Democratic majority faces mounting pressure from progressives to kill the filibuster and pass major legislation to fulfill campaign promises from President Joe Biden. "The Senate would be more like a hundred-car pile-up".

Mr McConnell implied that Repbublicans would grind business to a halt if the proposed changes progressed. "We've already seen him do that".

"Senator McConnell taught me that I was wrong".

McConnell, a Republican, speaking on the Senate floor, mapped out dire consequences if Democrats sought to remove the filibuster completely. In recent years, the objecting senator has not had to actually speak for hours - instead, simply announcing an intent to filibuster is enough to block the bill.

McConnell added, the federal government does not have the authority to restrict the movement of its citizens and Biden's statements prove his administration is out of touch with the American people.
