Anger after US police pepper-spray 9-year-old girl

Officers with the Rochester Police Department responded to a call for "family trouble" and a possible stolen vehicle around 3.30pm on Friday, the Democrat and Chronicle reported.

He said the girl "indicated she wanted to kill herself and she wanted to kill her mum".

In the second police body cam video, the handcuffed girl sat in the back of the patrol auto with her legs sticking out to prevent them from locking her inside the vehicle.

The girl was later taken to Rochester General Hospital and released to her family.

White, a freshman at Hampton University, wants the officers terminated and calls for therapy for the girl to deal with the trauma "she will have to carry for the rest of her life".

The video, released Sunday, shows the girl crying and begging for her father. Footage shows the girl resisting law enforcement, and she appears to have been handcuffed lying down in the snow while pleading with officers to stop. Video shows the girl resisted and yelled as the officers tried to place her in the auto. Wipe my eyes please!' the girl cries at the end of the second video.

The mother of the 9-year-old girl who was pepper-sprayed and handcuffed by Rochester cops during an incident caught on officer body-cam footage filed notice Tuesday that she is going to sue the city and the police department.

"I am a child", she screamed. "Otherwise pepper spray is going into your eyeballs".

Police Chief Cynthia Herriott Sullivan later told the reporters that the "irritant" was a pepper spray. CNN has reached out to the police union for comment. It is unclear if the domestic violence incident was ever confirmed.

In a statement Saturday, the police department said this action "required" an officer to take the girl down to the ground. We don't have a simple (situation), where we can put out our hands and have somebody be instantly handcuffed and comply. "I have a 10-year-old daughter". She screams again and again for her father and says her arm is hurting. "I saw my baby's face in her face".

The incident comes just over a year after the death of Daniel Prude, a man who died in police custody as he suffered a mental health crisis. She said she was "deeply troubled by the macing and handcuffing of a child who is in distress and clearly emotional".

Mayor Warren said she has directed the chief of police to conduct a complete and thorough investigation of the incident and said she welcomes the review of what happened by the city's police accountability board. "Unfortunately, there were a number of events happening at the same time that required a police response", she said.

Officials said that police were responding to a family disturbance and that the girl was suicidal and upset. "It's clear that drastic reform is needed at the Rochester Police Department to ensure that mental health professionals and child advocates are actually responding to people in need and when minors are involved, and that this type of behavior never occurs again".

The announcement was made Monday by the city's Director of Communications, Justin Roj, in a press conference, the Democrat and Chronicle reported. Neither of the officers' names has been released.

"The NYPD shouldn't treat anyone like this, least of all a nine-year-old girl".
