Wilkinson will be tabling climate legislation in the House of Commons to fulfil an election promise to be more aggressive in cutting greenhouse gases.

"Bill C-12 lays out a framework of accountability and transparency that will ensure we reach this goal in a way that gives Canadians confidence".

That means the first assessment report on the 2030 targets could be 12 years away.

"The Liberal government's own projections show that they are not even close to meeting their current commitments, yet they are setting new targets that are higher and even farther into the future", Conservative MP Dan Albas said in a statement. CBC Canada is reporting the Liberals have promised to plant two billion trees.

The only mandatory provisions are that if the government fails to meet its targets every five years from 2030 to 2045, it has to explain to Parliament and the public what it plans to do to achieve them.

Many environment groups and opposition parties praised the legislation as a good first step but nearly all are dismayed the government did not set an interim five-year target for 2025.

Wilkinson promises that the new plan will cut more emissions by 2030 than Canada promised in the Paris accord.

The best available science says achieving a net-zero economy by 2050 is what is required to avoid the worst impacts of climate change.

The bill requires the environment minister to prepare progress reports for target years and another set of reports summarizing Canada's greenhouse gas emissions inventory.

Environmental law charity Ecojustice said the bill showed the government was "taking the climate emergency seriously", noting it was the first time a federal government introduced legislation to hold itself accountable for emissions.

Marshall criticized the plan for not legislating the "most important" target in 2025, and instead beginning in 2030.

"We are going to exceed our targets", Trudeau said, without offering more details.

It would also require the minister of finance to report each year on what the Finance Department is doing to mitigate the financial risks from climate change.

It would also order the environment commissioner to audit Canada's climate change mitigation measures at least once every five years.

Canada is one of the 193 countries that committed to achieving the United Nations' Global Goals, including Goal 13 for climate action.

The bill would establish a 15-member part-time "advisory body" with the mandate to provide the minister with advice on how to achieve net-zero emissions by 2050.
