Newsom issues overnight curfew barring non-essential activities, gatherings

State orders curfews for San Diego County, other COVID-19 purple tier counties

Newsom's latest stay-at-home order will last one month, until December 21, but could be extended if infection rates and disease trends don't improve. Meanwhile, most outdoor bars and restaurants around the city seem to be closing by 10 p.m. or earlier anyway.

"The virus is spreading at a pace we haven't seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge", Newsom said in a statement.

'It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges.

This newest order is created to reduce opportunities for disease transmission during social activities and gatherings that have a higher likelihood of leading to "reduced inhibition and reduced likelihood for adherence to safety measures", such as wearing a face covering and maintaining physical distance.

As cases and hospitalizations rise, officials have said they expect the number of fatalities to climb also.

If the five-day average of COVID-19 cases hits 4,000 or more, or hospitalizations increase to more than 1,750 a day, the county will shut down all outdoor and indoor dining.

"We've seen reports of people saying, 'Well, I haven't changed my behavior".

Preventing such actions, he said, could save the lives of people who may be more vulnerable to developing serious complications from contracting the virus. We've enjoyed some events over the last many weeks - in my home county of Los Angeles, the Dodgers, the Lakers.

"We've had some things to celebrate, some things to protest, coming together in ways that we don't usually always do", Ghaly said. "Well, today, because the background transmission rate, the level of COVID in our communities, is higher, even our everyday activities become higher risk".

The limited stay-at-home order applies to 41 counties that account for almost the entire state population of just under 40 million people.

"We've seen in the past that COVID goes from zero to 60 miles per hour very quickly", he said during a briefing on the new stay-at-home order, adding that "all tools are on the table".

Newsom said daily cases numbers in the state "have doubled just in the last 10 days".

Further restrictions could be a death knell for restaurants already struggling to stay afloat during the pandemic, said Jot Condie, president of the California Restaurant Association.

The state Department of Public Health explained the order in a news release, saying it aims to limit opportunities for the disease to spread.

Newsom issued the order on Thursday after a spike in coronavirus cases throughout the state. Those counties joined Los Angeles and 13 others already at that level, and together they account for 94% of the state's almost 40 million residents.
