Scheer, Moe speak out against throne speech

Canada’s COVID-19 recovery plan to dominate Trudeau throne speech

The prime minister highlighted that back on March 13 there were 47 new COVID-19 cases in Canada and on Tuesday alone there were more than 1,000 new cases.

But with the recent uptick in COVID-19 cases and concerns that Canada is entering a second wave of the pandemic, experts say they expect to see the prime minister's Liberal Party zero in on employment and healthcare, two sectors that have been hard hit by the novel coronavirus.

"It's all too likely we won't be gathering for Thanksgiving", he said.

"I don't think that politicians want to trigger an election if there's a second wave [of COVID-19] or even if people think that we are heading in that direction".

Canadians are now more anxious about COVID-19 than they have been since April, an Abacus Data poll showed.

A price tag for the measures was not provided, but the Liberals say this is not the time for austerity, instead it's a time to use Canada's "fiscal fire power".

Paul Sandhu, president and CEO of Marret Asset Management, joins BNN Bloomberg for his outlook on the throne speech.

The Liberals' throne speech acknowledged that if they don't first tackle the pandemic, they can't move forward on previous commitments to fight climate change, address systemic racism and economic inequality.

Parliament is usually packed for the occasion, but COVID-19 means few legislators will be present when Governor General Julie Payette - the representative of Queen Elizabeth, Canada's head of state - delivers the speech at around 3 p.m. (1900 GMT).

"His decision to distract and delay has resulted in a Throne Speech that has no new plan and provides no comfort to Albertans who are paying for his inaction in lost lives, lost jobs and lost time".

Specifically, the prime minister reiterated that the government will be expanding the Canada Emergency Wage Subsidy for Canadians and the Canada Emergency Business Account to help Canadian businesses with fixed costs.

"The Bloc agrees that this is an affront to the jurisdiction of the National Assembly of Quebec and does not warrant the support of Quebec", Blanchet said.

Ian Lee, associate professor of management at Ottawa's Carleton University, said the speech represented a "very high-risk bet" by Trudeau.

The Liberal government laid out the details of its plan to support Canadians in the face of COVID-19 during a new speech from the throne, delivered on September 23.

The Conservatives said they would not be one of them.

To help get women back to work the Government says it "will make a significant, long-term, sustained investment to create a Canada-wide early learning and childcare system".

"Unlike this special COVID committee that didn't allow us to do anything except ask questions that they didn't answer, at least full parliament is back, just in a unique format", said Ruff.

The Canadian dollar extended its decline after the speech, touching 1.3384 to the USA dollar, or 74.72 U.S. cents. But what we can change is where we are in October, and into the winter.

"Otherwise, we will vote against it", Blanchet said in an interview.

"The oil and gas sector is needed for years to come and we're the most environmentally-friendly resource extractor on the planet", Hoback said, arguing Trudeau was "hanging the sector out to dry for an ideological bent". "There was nothing that completely blew everyone away or completely blew me away", said Johnston.
