The Trump administration on Monday shelved plans for a broad import ban on cotton and tomato products from China's Xinjiang region while announcing narrower bans on products from five specific entities.

But in July, the USA sanctioned Chinese Communist Party officials, the Xinjiang Public Security Bureau and the Xinjiang Production and Construction Corps (XPCC) for their role in constructing and operating "re-education" camps, where over 1 million Uighurs have been detained.

In addition to the import bans, the Trump administration has also blocked the export of high-tech goods to Chinese companies that it says are involved in repressing minorities in Xinjiang, including by supporting obtrusive digital surveillance.

In a statement on Monday, the Department of Homeland Security (DHS) said the products subject to the import ban are cotton, apparel, computer parts, and hair products.

"We will not stand idly by and allow foreign companies to subject vulnerable workers to forced labour while harming American businesses that respect human rights and the rule of law", Morgan said.

"This is not a vocational center, it is a concentration camp", said Ken Cuccinelli, the senior official performing the duties of the deputy secretary for the Department of Homeland.

United Nations human rights chief Michelle Bachelet said on Monday she was discussing a possible visit to Xinjiang with Chinese authorities who are facing growing backlash over the treatment of ethnic Uighurs.

The recently issued WROs focus on products including cotton, apparel, computer parts, and hair products. All WROs are publicly available and listed by country on CBP's Forced Labor Withhold Release Orders and Findings webpage.

"This is modern day slavery".

The page outlines the basics of China's campaign against Xinjiang's Muslims, including sections on "Forced Population Control", "Forced Labor", and "Violations of Religious Freedom".

"The Trump Administration has led the world in calling attention to the Chinese Communist Party's egregious human rights abuses in Xinjiang, and we've taken action to back up our rhetoric", said Secretary of State Mike Pompeo in a statement.

"The so-called forced labor issue is entirely fabricated by some organizations and people in the USA and the West", he said, adding that China will take all necessary measures to protect its companies' legitimate rights and interests.

CBP chief Mark Morgan said officials also hope businesses look at their own supply chains, and USA consumers take a closer look at what they're buying so they can bring their own pressure to bear on China."We can use our economic power to tell businesses we will not stand by", Mr. Morgan said.

"It will disrupt supply chains and contribute to a worsening situation between the USA and China and less trust", he said.

China is accused of mass detentions, religious persecution and forced sterilisation of Uighurs and others in the resource-rich northwestern province.
