City of Louisville agrees to 'substantial' settlement in Breonna Taylor shooting

A settlement between the family of Breonna Taylor-who was killed by police gunfire on March 13-and the city of Louisville, Ken., has been reached, according to the family's attorney.

The settlement is reportedly set to include a number of police reforms, including a requirement that all search warrants must be approved by a commander before going to a judge.

Following her death, the city's police chief was sacked over the department's mishandling of a fatal shooting at a protest, and Louisville's city council passed "Breonna's law" banning no-knock warrants.

Taylor family attorney Ben Crump called the $12 million settlement "historic" but said the "comprehensive reform" plan was "equally important". Although the warrant in question listed Taylor's name and address, it was clear that police's investigation was centered on a suspected drug dealer named Jamarcus Glover, who had already been arrested by police at a location 10 miles from Taylor's residence before the ill-fated raid on Taylor's apartment.

But officers entered Taylor's home without knocking and without announcing themselves as police officers before opening fire, the suit said. He and Detectives Myles Cosgrove and Brett Hankison were placed on administrative reassignment.

Taylor, a 26-year-old emergency room technician, had been with her boyfriend, who was lawfully armed.

Taylor was killed when three plainclothes police officers executing a "no knock" search warrant burst into her apartment late at night.

"My office is continually asked about a timeline regarding the investigation into the death of Ms. Breonna Taylor".

Taylor's death has become a focal point in the anti-racism protests that have swept across the United States over the past few months, following the death of George Floyd, a black man who was killed by a police officer in Minneapolis in May.

The announcement comes as Daniel Cameron, the Kentucky Attorney General, continues to conduct a criminal investigation into the March 13 shooting.

Cameron, who took over as special prosecutor in the case in May, was reported to be close to presenting his findings to a grand jury.

Attorneys for Breonna Taylor's mother had claimed that the fatal raid on the victim's home was indirectly connected to a "political need" to make room for a real estate project.

Taylor's death led to police reform in Louisville. He injured one officer, but they responded with a hail of gunfire that left Taylor, an innocent woman, dead.

The lawsuit claimed that police intelligence and preparation on the Taylor raid was poor. He later said he thought they were criminals. "They believed that the backside of the building, which is actually apartment 3 (versus apartment 4), was part of Breonna's home".

One officer involved in the shooting, Det. Charges against Walker were eventually dropped.

A spokeswoman for Mayor Fischer previously called the real estate project-related allegation "outrageous" and "without foundation".
