Mr Trump later suggested that global warming will reverse itself, saying the climate will "start getting cooler".

"We come from a perspective humbly where we submit the science is in and observed evidence is self-evident: that climate change is real, and that is exacerbating this", the Democratic governor said during a meeting with the president.

"If you give a climate arsonist four more years in the White House, why would anyone be surprised if we have more of America ablaze?" he said in a speech in Wilmington, Delaware. "There has to be strong forest management", he said.

"When trees fall down after a short period of time, they become very dry - really like a matchstick. and they can explode", Trump said. "But then you pull up, and the devastation of just every home".

But he said global warming was driving fires, reminding Trump that 57 percent of forests in the state were under federal management.

Biden, who is to give his climate speech in DE on Monday, released a $2 trillion plan in July to boost investment in clean energy and stop all climate-damaging emissions from US power plants by 2035.

Trump's administration has waged a series of legal battles with Democratic-run California, the most-populous USA state, on a variety of issues including immigration and environmental policy.
