Belarus has been engulfed in mass protests since August 9, when the state authorities declared a landslide victory for Lukashenko in a hotly contested presidential election. Another video showed riot police officers roughly throwing female protesters into police vans.

Lukashenko refuses to meet with the council, and most of its leaders have been detained or have left the country.

Russian President Vladimir Putin on Monday will hold talks with Belarus strongman Alexander Lukashenko, who faces the biggest protest of his almost three-decade rule, the Kremlin said.

Belarus police detained at least 250 protesters as tens of thousands demonstrated in the capital Minsk ahead of talks between strongman Alexander Lukashenko and Russia's Vladimir Putin.

Ahead of a massive new protest expected on Sunday, columns of female protesters gathered in central Minsk for a peaceful women's protest.

The Interfax Russian news agency reported that shots had been fired into the air to warn off protesters in an area of Minsk where the Belarusian leadership lives.

"He is supporting Lukashenko's regime, he's playing a unusual game and that's why our people no longer trust him", he said.

She said she ripped up her passport to resist forced expulsion but has been jailed on suspicion of making calls for actions "aimed at harming national security".

Mr Lukashenko has refused to step down and has turned to Russian Federation for support to remain in power.

Moscow offered Lukashenko support by sending it would send paratroopers to Belarus for "Slavic Brotherhood" joint drills. The United States is also preparing sanctions, according to a senior US official, which should be ready in a few days.

Lukashenko has in the past ruled out outright unification with Russian Federation but his options are now limited, analysts say.

U.N. Secretary-General Antonio Guterres called on Friday for authorities in Belarus "to refrain from the use of force against those engaging in peaceful assembly and to ensure that allegations of torture and other mistreatment of people in detention are fully investigated and addressed". Several people have died in the crackdown.
