Hairdressers and barbers will be allowed to continue trading but must adhere to the one person per four square metre rule and must limit customers' time their premise to no more than 30 minutes. The move to tougher restrictions comes days after the government announced that all non-essential services across the country would be forced to close their doors from midday on March 23.

"House parties where someone wants to now have the social events, not at clubs and venues like that but to organise a party at someone's home, the states and territories will be particularly looking at that one and consider whether they'll specifically put measures in place that could lead to that being an offence for those who have organised those types of events".

"Recent travel from overseas is still the main driver of our new infections", the Health Ministry said.

Mr Morrison said it is clear from the numbers of people still travelling that some are defying advice not to travel anywhere in the world. "This will turn into a ban", he said.

The overseas travel ban follows the effective closure of the country's state borders of Tasmania, Queensland, South Australia, Western Australia and the Northern territory to all but essential travel and freight in an effort to mitigate the further spread of the coronavirus.

Exceptions would be made for aid workers as well as for compassionate purposes. "Go out for the basics or medical need only", Mr Morrison said.

Despite the mass shutdowns, the PM said schools would remain open and he would meet with unions to ensure arrangements to protect teachers and staff.

Australia's Chief Health Officer, Brendan Murphy, says he is very concerned by the rapid rise in COVID-19 diagnoses.

Morrison said the reason for this additional rule is due to Australians still seeking to go overseas on holiday.

"These measures are really draconian", he said. "[It] is a long haul and that's why we're keen to keep society functioning, but keep society safe". Instead, the Prime Minister kept reeling off exceptions.
