Asked whether she was referring to Dominic Cummings, Boris Johnson's special adviser, and whether she believed he is "a bit out of control", she replied: "I'm not going to attribute it to one person because there is a whole system there in Number 10 that sort of supports this".

Both women, along with Mr Javid, had been among the contenders in the Conservative leadership content last July that was won by Mr Johnson.

"Extensive preparations have already been carried out for the Budget and they will continue at pace", he said.

Sunak's appointment is said to be part of an effort to align the treasury more closely with the prime minister's office.

Smith, who had been in charge of parliamentary discipline for Johnson's predecessor, Theresa May, was the first minister to lose his job in the reshuffle.

Along with the ministerial exits, the reshuffle - which Downing Street insiders had predicted would be "conventional" before the row with Mr Javid - included promotions for MPs who are highly rated by Number 10. Others were promoted, including Suella Braverman to the position of attorney general and Anne-Marie Trevelyan to the post of worldwide development secretary.

Oliver Dowden became a full Cabinet member as Culture Secretary, having previously attended the meetings as paymaster general, and George Eustice was promoted to Environment Secretary from his previous role in the same department. Some key ministers escaped the chop, including Foreign Secretary Dominic Raab, Home Secretary Priti Patel and the leader of the House of Commons Jacob Rees-Mogg.
