Three sailors were killed and eight other people were wounded before Alshamrani was shot dead by police.

The December shooting raised questions about how well global military students are screened before they attend training at American bases. Investigators believe the gunman and other Saudi trainees watched videos of other mass shootings at a party before the attack.

National protection consultant Robert O'Brien stated in a meeting on Fox News that the shooting "showed that there had been errors in the way that we vetted" the students.

The shooting threatened a decades-old military training program crucial to the US-Saudi relationship, which involves billions of dollars of military sales to the kingdom.
