The 52-page report, titled "Constitutional Grounds for Presidential Impeachment" (pdf), is meant to act as a guide for impeachment as the committee's Chairman Jerrold Nadler (D-N.Y.) prepares to draft articles of impeachment against the president.

While not specifying what those articles might include, Nadler did not rule out the possibility of a House vote on impeachment by the end of the week.

"There's a sense of urgency, because he will do anything - judging from his past conduct - that he can to get interference and to rig the next election", Nadler said.

"A President can not escape impeachment just because his scheme to abuse power, betray the nation, or corrupt elections was discovered and abandoned", the report says.

Numerous academics had previously criticized Trump or have defended the impeachment against the president.

Republicans are demanding that Nadler postpone Monday's hearing to give them time to review additional material from the impeachment investigation led by the House Intelligence Committee that was turned over to the Judiciary panel on Friday. He said the proceedings were "completely baseless".

Before determining what impeachable offenses to charge the president with, Nadler's committee will hold a hearing on Monday. Pointing to his pre-congressional career as a prosecutor, Schiff said his advice for colleagues is to file articles "for which there is the strongest and most overwhelming evidence", not to charge everything they possibly could.

"Where the President illegally seeks to obstruct such an inquiry, the House is free to infer that evidence blocked from its view is harmful to the President's position", the report says. "We need to present the best possible case". "The case we have if presented to a jury would be a guilty verdict in about three minutes flat".

The probe has focused on a July 25 telephone call in which Trump asked Ukrainian President Volodymyr Zelenskiy to open an investigation into Biden and his son Hunter, and into a discredited theory promoted by Trump and his allies that Ukraine, not Russian Federation, meddled in the 2016 election.
