Amazon appeals $10B Pentagon contract won by Microsoft

Amazon said Thursday that it will protest a Pentagon decision to award Microsoft a massive cloud computing contract worth up to $10 billion, citing "unmistakable bias" and "political influence".

The Joint Enterprise Defense Infrastructure project - known as JEDI - is created to modernise the antiquated data and communication systems within the United States military.

"Numerous aspects of the JEDI evaluation process contained clear deficiencies, errors, and unmistakable bias- and it's important that these matters be examined and rectified", an AWS spokesperson told Gizmodo.

AWS has already filed paperwork with the U.S. Court of Federal Claims regarding its legal protest, CNBC reported.

The Pentagon was preparing to make its final decision when Trump publicly waded into the fray in July, saying he had heard complaints about the process and that the administration would "take a very long look". The newspaper is among U.S. media outlets most critical in its coverage of Trump and his administration.

A new book, written by a former aide to Defense Secretary James Mattis, alleges that Trump called Mattis in the summer of 2018 and directed him to "screw Amazon" out of the contract.

Amazon was also seen as the favorite for the Pentagon deal because it won a lucrative cloud contract from the Central Intelligence Agency and had obtained higher levels of federal security authorizations than its competitors. Amazon's competitive bid for the "war cloud" drew criticism from President Donald Trump and its business rivals. A few weeks later, his defense secretary, Mark Esper, launched a review of the procurement process, delaying the conclusion of the contest. Microsoft was officially awarded the contract on October 25 following a controversial two-year selection process.

Microsoft did not respond to a request for comment. Esper later recused himself from the review because of his son's work for IBM.

Microsoft chief Satya Nadella and Amazon's Bezos are "laser focused" on what has the potential to be a US$100 billion market for government projects, according to Wedbush analyst Daniel Ives.

"We ultimately believe this is a paradigm changer for Microsoft who will remain the lone victor", Ives said, calling Amazon's loss a "black eye" for the company and Bezos.

The tactic is a major switch from the way the Redmond-based company built its empire selling packaged software to computer users.
