A woman was dead and another had been taken to hospital after a man brandishing a knife went on an apparent stabbing rampage in Sydney's Central Business District on Tuesday.

Police investigating the death say it is connected with an earlier knife attack and pursuit in the city.

A video that emerged from the scene showed the man was restrained with the help of chairs and milk crates.

Police have released a statement, saying: "Police and NSW Ambulance paramedics located a woman inside a hotel, who had a stab wound".

Superintendent Gavin Wood of NSW Police Force said that the young woman who was stabbed in the back in Hotel CBD was in a stable condition in St Vincent's Hospital.

"There has been, subsequent to that stabbing, a number of attempted stabbings by the same offender", he said, adding that the suspect was in custody.

"They are significantly courageous people", he said.

'The cops are here and they blocked the road right now, so we can't go outside. A Channel Seven cameraman who followed the man as he was chased by civilians filmed him as he was finally restrained, showing a bottle of pills labeled Antenex next to him; Antenex is a medication for anxiety and depression.

The armed man stabbed a woman in the street and has been linked to a second woman's body found nearby.

Witness Megan Hayley told the AFP news agency that the man was armed with a large kitchen knife.

Video footage shows the suspect jumping on a auto wielding a knife, shouting "Allahu Akbar" and "shoot me", as another man confronts him with a wicker chair.

A 21-year-old man who was pinned down and held by members of the public has been arrested and is being questioned.

"These people are heroes, and I want to acknowledge that".

"It does not surprise me that they acted the way they did in order to protect others". They approached a person with... clear evidence of a stabbing previously.

"What I can say conclusively, that male offender was on his own. and there's no other person complicit at this stage".

Paul O'Shaughnessy, 37, told The Australian it was an "ordinary day" in the office until he looked out the window and saw the 21-year-old named as Mert Ney on the street below with a knife in his hand. "He pursued him the hardest and managed to get a grip of him with another man", Cuthbert said.

Three "heroes" were praised by New South Wales Police Minister David Elliot for their role in detaining the man and acting "well and truly beyond the call of any citizen".

In the video he is heard shouting "Shoot me, f-- shoot me in the f-- head, shoot me, I want to f-- die" before he is chased by an onlooker carrying a chair.

"They were fearless and I can only use that word seriously - they were significantly courageous people", he said.
