However, a Japanese Ministry of Foreign Affairs official yesterday said that the curbs on exports of the materials were not retaliation in the feud over compensation for South Koreans forced to work for Japanese firms.

Tokyo lodged a protest against Seoul, saying it had broken an agreement on what the two sides would disclose from the Friday discussions on Japan's curbs of exports to Korea of some materials used to make high-tech equipment, said a Japanese trade ministry official.

Regarding cases of impropriety in South Korea, a high-ranking government official said Thursday that illegal exports are not the only issue, as the country's export control system is generally inadequate.

"The solution will be for the two governments to put their heads together", Ha Jong-moon, a professor at South Korea's Hanshin University.

South Korea said Friday it wants an investigation by the United Nations or another worldwide body as it continues to reject Japanese claims that Seoul could not be trusted to faithfully implement sanctions against North Korea.

The Japanese officials said the ministry rechecked the minutes and confirmed there were no clear remarks requesting a retraction.

After Japan accused South Korea of sharing sensitive technology with North Korea, Seoul responded today by suggesting that the United Nations - which imposed sanctions prohibiting such transfers - should investigate Japan's claim.

South Korean media, however, reported there was a "cold reception" for their officials, and that the meeting took place in a room that looked like a "garage".

Japan says that the matter was settled by the 1965 treaty and that by demanding compensation, Seoul is violating global law.

They said the comments by their South Korean counterparts exceeded what they agreed to at Friday's meeting.
