The statement said that in August 2017, at the President's instruction, the United States Trade Representative (USTR) conducted an investigation into China's practices relating to intellectual property rights, innovation, and technology development.

"There were no bitter recriminations, the repeated instances of United States backtracking were objectively laid out, and certainly no strong statement of threat or counter-measures was issued", said Gupta.

On June 2, the Chinese regime released a white paper outlining its position in the trade talks, in which it cited three alleged instances in which the United States backtracked on commitments made during negotiations.

"The United States is disappointed that the Chinese have chosen in the "White Paper" issued (on Sunday) and recent public statements to pursue a blame game misrepresenting the nature and history of trade negotiations between the two countries", USTR and Treasury said in the statement.

China does not want a trade war with the US but won't shy away from one, according to the white paper.

The paper listed, in chronological order, three times when the USA backtracked on a deal. The white paper defines the China-U.S. commercial relationship as "the ballast and the propeller of the overall bilateral relationship".

The Department, in a statement, said: "President Donald Trump is committed to taking action to address the unfair trade practices that China has engaged in for decades, which have contributed to persistent and unsustainable trade deficits, nearly Dollars 420 billion past year, and have caused severe harm to American workers, farmers, ranchers, and businesses".

"Nothing is agreed until everything is agreed", Vice Commerce Minister Wang Shouwen, who led China's working-level team in the negotiations, said in Beijing June 2. It shows that the USA accusations are utterly unfounded and Washington is acting arbitrarily by slapping increased tariffs and imposing investment restrictions.

No official trade talks have been scheduled since the last round ended in May.
