United States refuses to endorse Jacinda Ardern's 'Christchurch Call' to tackle online extremism

Facebook CEO Mark Zuckerberg testifies before a House Energy and Commerce hearing on Capitol Hill in Washington. Facebook gives the impression that it's stopping the vast majority of extremist posts before users ever see

Before the Christchurch attack, she said, governments took a "traditional approach to terrorism that would not necessarily have picked up the form of terrorism that New Zealand experienced on the 15th of March, and that was white supremacy". Anyone who commits one of several major infractions under Facebook rules-for example by linking to pro-terrorism propaganda-will now be banned from using Facebook Live for a period of time (such as 30 days) on the first offense.

She said she herself inadvertently saw the Christchurch attacker's video when it played automatically in her Facebook feed.

Facebook, Amazon, Google, Twitter and Microsoft will develop shared tools to detect and remove terrorist or extremist content among other measures.

He added that technical innovation is needed to get ahead of the kind of "adversarial media manipulation" seen after the New Zealand mosque massacre, such as users modifying videos in order to slip past filters.

In a New York Times opinion column Saturday, Ardern wrote of the balance that must be struck: "Social media connects people".

In a blog post, Facebook said that anyone who breaks its rules will be restricted from using its "Live" feature.

It is unknown what other companies will take part in the Christchurch Call, or if the voluntary agreement will help the mainstream tech companies avoid government regulation. But within 24 hours, users had attempted to re-upload the video onto Facebook more than 1.5 million times.

"Although we deployed a number of techniques to eventually find these variants, including video and audio matching technology, we realised that this is an area where we need to invest in further research". She said that New Zealanders mostly agree with the new legislation.

Surprise package Atalanta climbed to third with 65 points thanks to a 2-1 home win over relegation-threatened Genoa. Claudio Ranieri's Roma move to within a point of fourth-placed Inter Milan , who host Chievo on Monday.

In 2019 alone, the United States has undergone 122 mass shootings according to the Gun Violence Archive, which defines a mass shooting as four or more people besides the shooter being killed or injured.

The White House announced Wednesday it will not join a global initiative, launched in the wake of a massacre in New Zealand two months ago, to tackle racist and extremist online content.

The White House said it backs the "the global community in condemning terrorist and violent extremist content online" and that "we continue to be proactive in our efforts to counter terrorist content online while also continuing to respect freedom of expression and freedom of the press".

"We, along with our law enforcement partners, face significant challenges in identifying and disrupting [homegrown violent extremists] and domestic terrorists who seek to perform terrorist attacks within the United States", McGarrity said during the hearing on domestic terrorism.

"Companies like Facebook are becoming more aware and more willing to make reforms than the USA, and they're doing it purely on grounds of public opinion", Knott said.

Eighteen countries, including the European Union, back the announcement along with social media giants like Twitter, Facebook, Google and Microsoft.
