"Today I am vetoing this resolution".

Trump made the construction of a wall along the nearly 2,000-mile-long US-Mexico border a cornerstone of his 2016 presidential campaign, saying Mexico would pay for it.

Just after the Senate vote, Mr Trump tweeted: "VETO!"

But the Senate margin fell short of the 67 votes needed for a veto override. He wrote an opinion piece in the Washington Post at the time arguing there would be "no intellectual honesty" in supporting executive overreach by Trump that he had opposed under President Barack Obama. But for those who broke from party ranks to vote for the termination resolution, the president said they were "doing what they have to do", adding that he did not pressure them for their vote.

Twelve Republican senators banded together to deliver the forceful rebuke after expressing concerns that Trump's use of the national emergency declaration as an end-run around Congress violates the separation of powers and sets a bad precedent that a would-be future Democratic president could follow to unilaterally drive their agenda.

Had Trump not taken action in a timely manner, the decisive votes would have overturned all the effort he put into securing funding for the Wall's construction.

"The world continues to be a risky place and we'll continue in the war against terrorism", said the senator.

After Trump signed the expected veto, US House Speaker Nancy Pelosi said the body planned to vote for a veto on March 26 on overriding Trump's move. "House Republicans will have to choose between their partisan hypocrisy and their sacred oath to support and defend the Constitution".

Recent months have seen a surge in unauthorized crossings of the US border with Mexico.

"People hate the word invasion, but that's what it is", Trump continued, calling the resolution "dangerous" and "reckless". The fate of Trump's emergency declaration will be left up to the courts, where various legal battles are ongoing. "Think of that", he said. "They want to eliminate some of the barriers that are already there. They shouldn't even be suing, but they will because they always do".

Barr also made remarks and said President Trump's emergency declaration on the issue is "firmly grounded" in the law.
