Uganda, at 'big risk' for Ebola, says Congo is managing well

The WHO's emergency response chief, Peter Salama, previously told HuffPost that this has been the "most hard context" for dealing with an Ebola outbreak ― ever.

This Ebola outbreak, the seventh largest in history, with 216 cases and 139 dead since July, has seen a sharp uptick in cases in the last few days after response efforts were limited by rebel violence, political instability and community resistance. Steffen explained that PHEICs must meet three criteria: they must be extraordinary, pose a risk of worldwide border spread, and require an global response.

The WHO's emergency committee decided that the outbreak was very concerning for the region, but not of wider global concern, committee Chairman Dr. Robert Steffen said Wednesday in Geneva.

"Currently, a high level of delegation from the Independent Oversight Advisory Committee of World Health Organisation-Geneva is in the country and together with the WHO country team and MOH officials are visiting the border districts of Kasese, Ntoroko, Bundibugyo, and Kabarole to assess the level of Uganda's EVD preparedness", it further read.

Uganda is the most threatened as the risk of Ebola's regional spread is "very high", with confirmed cases discovered in recent weeks near the heavily travelled border.

This outbreak of the highly infectious Ebola virus in northeastern Congo has killed 107 people.

The DRC's health ministry reported 4 new cases, 3 of which are in the latest epicenter of Beni. It is estimated by the United Nations that more than a million civilians under threat from armed groups, are internally-displaced in North Kivu; around 500,000 this year alone.

"If there is insecurity in the region and if the community stops us from implementing our control activities, then our hands are tied", said Dr. Michelle Gayer, senior director of emergency health at the IRC.

When asked about reports that the CDC had pulled workers from the DRC, Adhanom Ghebreyesus said, "U.S. security guidelines are stricter". "Outbreaks are very hard to predict, but I have a feeling we're looking at another six months". It said this posed problems for health workers who need to move around freely and track people who are infected with the virus and need treatment.

Steffan said the committee agreed that declaring an worldwide emergency at this time would hinder efforts to contain the Ebola virus.
