"He made no attempt to slow down as he hit the cyclists", said Robert Nicholson, 36, who was on his way to work.
"I must be honest, I've got a young son and a wife and my initial reaction was as long as paramedics were seeing to the woman, I wanted to get away from the incident".
Witness Jason Williams said the vehicle hit a barrier on a lane used for access to the parliament building with force.
There was nobody else in the vehicle and no weapons were found, police said.
Mr Phillips praised the bravery of the officers who arrived swiftly on the scene just minutes after the crash occurred. "We will issue further info when we have it", London's police force said in a statement on Twitter.
In 2017, 52-year-old Briton Khalid Masood rammed his vehicle into pedestrians on the pavement along the south side of the Westminster Bridge, injuring more than 50 people and killing 5. The attacker was shot and killed by police.

The suspect, reportedly from the Midlands, located in Central England and was described as "uncooperative" by law enforcement, and transported to an undisclosed police station in southern London.
