The next morning, Navarro and chief economics adviser Larry Kudlow were deployed to the Sunday talk shows.

Mr Trump's state visit in November will coincide with the 6th ASEAN-US Summit and 13th East Asia Summit. Navarro said Trump "did the courtesy to Justin Trudeau to travel up to Quebec for that summit".

The House of Commons passed a unanimous motion Monday backing Trudeau's stand against the US and it castigated Trump for his attacks on the prime minister and Canada.

"We have a big trade deficit with Canada".

"We get on the plane and then this guy Trudeau starts blasting us", Kudlow told CNN. As for cross-border trade, the US sold $631 million in dairy to Canada in 2016 while Canada sold $112 million to the U.S. "Canadians are polite, we're reasonable, but we also will not be pushed around", Trudeau added. "That's going to cost him a lot of money".

Earlier on Tuesday at the Washington conference, White House Council of Economic Advisers Chairman Kevin Hassett said the U.S. and Canada need to "take a deep breath". The U.S.at the end of May imposed tariffs of 25 percent on steel imports and 10 percent on aluminum imports against Canada, Mexico and the European Union. The country has rallied together, with public opinion polling showing there's wide support for Canada's retaliatory tariffs against the steel and aluminum duties that will kick in for some USA goods on July 1.

A study by trade consultants at Grey, Clark, Shih and Associates and commissioned by the Dairy Farmers of Canada earlier this year estimated the US government provided $22 billion in subsidies to the dairy sector in 2015.

The communique - which had appeared to have papered over the cracks that surfaced at the summit - said the leaders of the US, Canada, Britain, France, Italy, Germany and Japan agreed on the need for "free, fair, and mutually beneficial trade" and the importance of fighting protectionism. "We look forward to looking at the details of the agreement".
