Parents charged after 10 children "rescued from terrible living conditions"

The mother, 30-year Ina Rogers had been arrested and booked into Solano County Jail for child neglect but later released.

On Wednesday, Judge William J. Pendergast set bail at $495,000 for Rogers, saying she "may not be a danger to the public at large, but these charges make clear she is a danger to the children".

"We're in the process of making the decisions to file the appropriate charges", she said. I am an incredible mother. She says accusations that her ten children have been tortured are "ludicrous".

Rogers says she home-schooled the children, but the Fairfield home was not registered as a private school and neither were three prior addresses in Fairfield and Vallejo, according to the California Department of Education.

Fairfield police located the boy asleep under a bush and returned him to the family home in the 2200 block of Fieldstone Court.

Police say what they found could only be described as horrific. Police in Fairfield, California, say they uncovered the alleged abuse after responding to a report of a missing child March 31. A bathroom was covered from wall-to-wall in animal droppings.

The authorities' involvement began March 31 when Fairfield police were called to find a missing 12-year-old child.

He said FSUSD has never had contact with the couple's children.

Commenting on the case, Sharon Henry, chief deputy district attorney for Solano County, said she was "horrified" by statements made by the children while noting that torture was carried out in the house "for sadistic purposes". Eight of the children told professionals about incidents dating back several years, authorities said.

Larry Magnaye, a neighbour across the street, said he had no idea there were 10 children living in the house. "The children described incidents of intentional abuse, resulting in puncture wounds, burns, bruising, and injuries consistent with being shot by a pellet gun or a BB gun", said Lt. Greg Hurlbut of the Fairfield Police Department. He has pleaded not guilty to seven counts of torture and nine counts of felony child abuse and was being held on US$5.2 million (NZ$7.6 million) bail.

Allen is now being held on $1.5 million bail at the Solano County Jail. "There is no major scars, nothing", Rogers told reporters in front of her house.

"There's no broken bones". She said her son was upset when she took his iPad away because he didn't do one of his chores. Officials took pictures of the children and interviewed them individually, she said.

Henry declined to say whether the district attorney's office would file further charges against Rogers.

Allen's mother, Peggy Allen, told the AP she had spoken to her son about the importance of housekeeping and Christian values - but that Allen avoided her and kept his relatives away from the children. Jonathan Allen was emotional as he spoke candidly from the Solano County Jail.

"I want the police to know that I am not an animal".

Allen said he was neither a "monster" nor a Satanist in a jailhouse interview Tuesday with NBC affiliate KCRA of Sacramento.

In strong echoes of the ongoing prosecution of David and Louise Turpin, the sheriff's office in Solano county said the children were rescued from the filthy house in March.
