Trudeau in 'financial' talks to resolve heated pipeline dispute

"I have instructed the minister of finance to initiate formal financial discussions with Kinder Morgan, the result of which will be to remove the uncertainty overhanging the Trans Mountain pipeline expansion project", Trudeau told reporters, calling the line "a vital strategic interest to Canada".

The federal government and the province of Alberta have opened talks with Kinder Morgan Canada Ltd about possible financial aid to end a crisis over a planned pipeline project, Alberta Premier Rachel Notley said on Sunday.

OTTAWA-A high-profile meeting between Prime Minister Justin Trudeau and the premiers of Alberta and B.C. over the future of the contested Trans Mountain pipeline is underway on Parliament Hill.

- Legislative options - "We are actively pursuing legislative options that will assert, plus reinforce, the government of Canada's jurisdiction in this matter, which we know we clearly have", Mr Trudeau said.

Kinder Morgan will, however, consult with various shareholders by May 31 in an effort to reach agreements that allow the project to proceed.

The move has been the subject of a heated trade battle between B.C. and Alberta since January and has seen almost 200 people arrested for demonstrating at Kinder Morgan work sites in Burnaby.

"The construction will go ahead", Trudeau said Sunday, without divulging many details, including how much the federal government could float to keep the Alberta-to-British Columbia pipeline project alive. It's also sparked a dispute between the provinces of Alberta, which has the world's third-largest oil reserves, and British Columbia.

Trudeau said the federal government supports the pipeline because it will produce high-paying jobs and would enable Canadian oil to be exported to markets outside of the domestic and US markets.

Environmentalists and aboriginal activists frequently demonstrate at Trans Mountain facilities and British Columbia police have arrested about 200 people since mid-March.

Although Trudeau's Liberal government could invoke emergency powers to ensure the project goes ahead, that would most likely anger voters in British Columbia and cost the Liberals support in a federal election in October 2019.

Notley simply stated that the pipeline "will be built".

The B.C. premier said the three-hour meeting was civil but that he did not budge on his opposition to the pipeline. "My responsibility is to defend our coasts and to defend the interests of British Columbians, and I'll do that until I'm no longer the premier", he said. Federal officials complain this is a time-wasting tactic.
