Sacramento police unveil body cam policy after protests

"It makes me never want to call 911 again", Reiling told the paper.

The workshop is focused on policy, protocol, and training with the police department following the Stephon Clark shootings.

"They shot an innocent man", Reiling added.

However, the new policy requires police to verbally express why they are turning their cameras or microphones off before doing so. The muting of the cameras stoked suspicion among community members.

"This is a historical day in Sacramento and for the City Council and what they do today will determine their career in Sacramento as they represent", Sidqe said.

Moments after the shooting the two officers involved muted their body cameras.

Attendees at Monday night's meeting, which drew a small crowd of approximately 30, brought up the body-camera policy.

"Any time an officer deactivates or mutes their camera, they must now audibly record on that camera the reason for the deactivation and muting before ever muting", Hahn told the council.

Reiling called police officers March 18 to report a man in a hoodie, which would turned out to be Clark, breaking into his auto. He briefly chased the man down the block and then called authorities.

An officer is heard on the video yelling "gun" before he and his colleague shoot Clark, who was found with a cellphone but no weapon.

Police fired 20 times at Clark.

Clark's death prompted days of massive protests in Sacramento and across the country.

"He busted two of my windows in and he broke the car's window across the street from me", Reiling can be heard saying on the 911 dispatch. Hahn said the department plans to release the remaining footage by the end of this week.

Sacramento Police Chief Daniel Hahn has said he believes Clark was the man who broke vehicle windows on the night of the shooting but could not yet "say factually it was him".
