Kemerovo Region's Acting Governor Pledges Harsh Punishments for Deadly Mall Fire

President Vladimir Putin said the incident had been caused by criminal negligence and that those responsible would be punished. Tuleyev's move is unusual as top officials in Russian Federation rarely resign over failings in the emergency response to deadly tragedies.

The 73-year-old Tuleyev was set for replacement by the Kremlin before the mall fire, according to local media.

On Sunday, President Vladimir Putin approved the resignation of the governor of the Kemerovo region, Aman Tuleyev.

The fire in the city of Kemerovo on March 25th left 64 people dead, including 41 children. So Tuleyev's resignation on Sunday came as something of a surprise.

Last week, Tuleyev and deputy officials suggested that protests against them were being hijacked by opposition supporters hungry for publicity, calling them "troublemakers".

Investigators say the fire alarm was broken and exits were blocked - and that security guards, who were supposed to help with any emergency evacuation, were among the first to flee when the fire broke out.

The four-storey shopping mall was redeveloped several times and previously housed a sweet factory.

On Saturday, a court in the Kemerovo Region has ordered the arrest of the former head of the regional construction supervision authority, Tanzilia Komkova, until May 25 over the case of the recent deadly shopping mall fire. Tsivilev was appointed as acting governor until the election of a new regional head.

Tsivilyov is a business partner of one of Putin's closest lieutenants, Gennady Timchenko, who has been under sanctions imposed on Russian Federation for its role in the Ukraine conflict. Igor Vostrikov, a man who lost his wife, sister and three children aged two, five and seven years, accused the authorities of treating people "like dirt". Later, he knelt on one knee before the crowd and asked for their forgiveness. Polls to elect a new governor will be held in September.
